or liquids containing morphine, or mixed together with opium or morphine, of cocaine, x and B eucaine and all other materials, which could be considered as substitutes for morphine (1) when they are destined for medical use, is permitted to :

a

pharmacists;

or where

) physioians qualified to have a dispensary; c) veterinary surgeons, where no dispensary exists.

there was no dispensary, when they established themselves there.

These latter are however not qualified to possess, etc, so-called opium-pills, opiumporders, anti-opium powders or other romedios, which are said to be useful for breaking the habit of using opium.

Import of medical opium, morphine, cocaine, eta,, destined for modical use is permitted to qualified persons as pharmacists, physicians, veterinary surgeons, in qumtities as may be required, but at the discretion of the proper medical nutho- rity.

Expert of the above-mentioned substances for medical or scientific purposes is allowed, when it is evident from o doposition that the import is approved of by the computont authority at dostin ́tion.

The above-mentioned persons, also the pharmacists, are obliged to keep a register containing the deta meant sub c of Article 10.

The possession, etc, of the above-mentioned substances, in so far as to give them the opportunity of personally doing with or administering it, is permitted not only to the persons mentioned above sub n, b and o but also to :

17 Physicians, who have no dispensary;

And in so for as these substances, etc,, do not belong

(1). What must be considered ns n substitute of morphine, is decided by the Civil Medical Service. Separate regulations as mennt sub d of Article 14 are thus superfluous.
